Model for sustainable coastal development
Challenges
- Deliver a coastal community that breaks away from conventional suburban sprawl and reflects the unique Western Australian landscape.
- Develop a planning framework that balances long-term vision with regulatory innovation and flexibility.
- Coordinate across multiple levels of government, stakeholders, and disciplines over a 25-year timeline.
- Ensure environmental sensitivity while enabling higher-density, mixed-use development in a coastal setting.
Solutions
- In collaboration with DPZ CoDesign, Hatch prepared the Jindee Code, a bespoke Form-Based Code calibrated to local conditions, integrating SmartGrowth and Transect planning principles.
- Facilitated a highly collaborative planning process involving the Estates Development Company, City of Wanneroo, state authorities, and community stakeholders.
- Guided the implementation of a walkable, mixed-use village with diverse housing, rear-lane access, and shaded, tree-lined streets that prioritize people over cars.
- Embedded sustainability and climate resilience into every layer of the plan, from streetscapes and architecture to land use and environmental protection.
Highlights
- Winner of the 2024 Australian National Planning Award for Strategic Planning Project, recognizing innovation and excellence in urban design.
- Jindee is the only new community in Australia to fully implement a locally calibrated Form-Based Code, setting a precedent for future developments.
- The project has become a model for sustainable coastal urbanism, demonstrating how long-term vision and collaboration can shape enduring places.
- Jindee’s success has influenced planning policy and inspired broader adoption of SmartGrowth principles and integrated design standards across WA.
