Howard Street Tunnel reopening

How Hatch helped unlock a century-old bottleneck along the I-95 corridor.

Baltimore, Maryland—CSX Corporation, a Class I railroad operating across the USA’s East Coast, officially announced the reopening of the expanded Howard Street Tunnel on September 26.

The 1.7-mile-long freight rail tunnel runs between Baltimore and Philadelphia, alongside the I-95 rail corridor in the city of Baltimore. Originally built in 1895, the tunnel underwent a significant expansion program over the last three years to enhance intermodal connectivity between the East Coast and the Midwest, enable double-stack container trains to move through Baltimore, and reduce overall emissions and congestion along the I-95 corridor. The tunnel serves as a critical link between the Port of Baltimore’s Seagirt Marine Terminal Intermodal Container Transfer Facility (ICTF) and consumer markets in the Midwest.

The project was widely considered a challenging tunnel project by the industry, especially with regard to the track lowering and structural modifications needed to allow the transportation of double-stacked containers through the tunnel. Hatch served as the prime designer for the Skanska-Fay Joint Venture, working closely with the owner and contractor to evaluate and create customized technical solutions to mitigate the perceived risks.

Using a progressive design-build approach, the project was completed on budget and ahead of schedule.
