Bus & Zero Emissions

Modernizing transit and other fleets for a low-carbon future

Challenges

Transit agencies, schools, governments and the private sector are under pressure to modernize aging transportation networks while transitioning to zero-emissions fleets—all without disrupting operations or exceeding limited budgets. Many are dealing with infrastructure that wasn’t designed for battery electric or hydrogen vehicles, fragmented funding streams, and evolving regulatory standards. Additionally, the operational complexity of charging strategies, grid capacity limits, and technology uncertainty can make the path forward difficult and unclear. We help clients solve these complex challenges by integrating fleet planning, facility upgrades, and real-world performance data—enabling smart, scalable decisions that support climate goals, improve efficiency, and meet operational requirements.

Solutions

Planning and implementation

We have been planning and designing zero emission fleets and facilities for decades. We combine vehicle focused technical knowledge with specialized expertise in transit facilities, cost modeling, business operations, regional planning, environmental justice, and operations simulations. Our team supports key elements of zero emissions programs, including transition planning, facility gap analyses, conceptual design, and the development of zero emission vehicle (ZEV) and infrastructure specifications, as well as long term resiliency and sustainability strategies.

ZEV guidance

Our Bus and Zero Emissions Group works at the forefront of evolving ZEV technologies, actively participating in industry developments and monitoring projected advancements. We take the time to understand each agency’s specific needs and use these insights to guide vehicle selection and implementation.

Infrastructure design and engineering

We have extensive experience designing electric vehicle (EV) charging installations for private, municipal, and public sector clients. Our approach is practical and site specific, ensuring each installation is tailored to meet daily operational requirements.

Interdisciplinary coordination

Zero emission projects require coordination across multiple disciplines. Our team integrates electrical, mechanical, structural, civil, and communications expertise, while also incorporating emerging solutions and technologies such as microgrids, urban development, and fire safety.

Capabilities

Planning and assessments

We've delivered numerous facility and technology assessments and developed transition plans for a wide range of clients. Our clear, structured approach keeps projects on track, with close attention to budget, schedule, progress, and outcomes.

Fleet engineering with inspection QA/QC

As a leader in heavy-duty vehicle and fleet engineering, we support clients across procurement, overhaul, and the transition to zero-emission technologies. Our expertise spans a wide range of vehicle types, including buses, rail, ferries, and specialized equipment, with a focus on performance, integration, and operational readiness. This is reinforced through rigorous inspection and QA/QC services, where we act as the owner's representative to oversee installation, validation, and compliance of onboard systems and technologies. Through hold-point inspections and field verification, we help identify issues early, ensure quality, and support reliable fleet performance in complex operating environments.

Stations and facilities

We plan, expand, and build both new and existing stations and facilities. Our team has the expertise to carry out projects from planning through construction. We have specialists who understand maintenance procedures and operational flow, allowing us to design facilities that align with agency needs and requirements. We are also integrating zero-emissions technologies into our designs, including overhead charging infrastructure and on-route charging installations.

Design

Our team has delivered designs for numerous large-scale charging systems and hydrogen fueling installations. We guide projects from infrastructure concepts through detailed design, ensuring all elements are optimized to work together efficiently and meet operational requirements.

Operations and service planning

We offer full-service support for bus and other transportation operations including both operational and service planning. We work with operators' existing planning tools or apply our cutting-edge internal software to assess current operations to facilitate network redesigns, service expansion, and the deployment of new services. For zero-emission fleets, we model existing and planned services to identify energy requirements aligned with specific fleet transition plans. We also develop operational optimization tools to help redesign services to better accommodate the range and charging requirements of zero-emission vehicles.

Bus rapid transit (BRT)

BRT is one of the fastest growing service types in the transit industry and we are actively supporting its expansion through large-scale projects around the world. We provide full-service capabilities to plan and design BRT infrastructure, including roadways, stations, and signal prioritization systems. From a zero-emissions perspective, we have planned and designed BRT service using both hydrogen and battery electric vehicles. This includes the design of end-of-line on-route charging infrastructure along with addressing the operational considerations specific to zero-emission BRT service.

Construction management and commissioning

Our specialists oversee permitting, construction, and commissioning for major transit facilities, stations, and equipment. We are the industry leader in charging and hydrogen fueling system integration, with proven experience managing the commissioning of this infrastructure.

Capital planning with real estate assessments

We support clients with strategic capital planning and grant development, backed by a strong track record of securing funding through clear, data-driven applications. This is complemented by comprehensive real estate assessments, where we identify and shortlist sites using an integrated framework that considers financial performance, socio-economic impact, placemaking, and environmental factors. By linking funding strategies with site selection early, we help clients prioritize investments, strengthen business cases, and accelerate project delivery. The result is a more informed, holistic approach that advances projects that are financially viable, operationally efficient, and aligned with long-term community outcomes.

Training and education development

We develop engaging training and education programs that empower clients to navigate zero-emission fleet transitions with confidence. Our tailored curricula, practical tools, and expert facilitation help agencies build internal capability and sustain long-term success.

Utility management, resiliency planning and stakeholder engagement

Our team brings deep utility coordination expertise to every zero-emission program, streamlining power studies, negotiating infrastructure requirements, and aligning utilities early to avoid delays. This is paired with robust resiliency planning, including risk assessments, scenario modeling, and practical mitigation strategies to maintain service continuity. We also develop stakeholder engagement strategies that bring together internal teams, utilities, and governing bodies, ensuring priorities are aligned and decisions are grounded in consensus. This integrated approach enables clients to secure capacity, manage risk, and deliver resilient, scalable systems that support long-term fleet growth.

Fire life safety design

Fire safety is a critical consideration in the design of transit and zero-emission fleet facilities and should be addressed early during design validation. Our team integrates proprietary technologies and data-driven analysis to provide performance-based solutions that can be implemented to mitigate risk and liability.

Software evaluation and recommendation

We are at the forefront of implementing charge management software solutions for electric bus deployments. Our team has evaluated all major software platforms and understands their functionality and limitations. We also identify compatibility issues between vehicles, charging systems, and software, and develop solutions to address them.
